Sheff Wed Faces Serious Challenges, Says Football Regulator

'Our role is integral to football's future' - football oversight chief the regulator's chair

The Championship club's ongoing struggles represent a a "serious issue" and the independent regulator is seeking powers to examine team situations in similar circumstances, its new chair the official has stated.

In a wide-ranging interview, the chairman, who was recently selected, voiced concern towards the club's followers.

The regulator engaged with four supporter groups representing the Championship side this week.

The football club have been experiencing difficulties in multiple areas in 2025, with the club missing wage payments on multiple instances, including in September.

"Evidently Wednesday represents a serious issue for football authorities and a major challenge for the sport," the regulator explained.

"The club represents one of the great brands for football in England and this week we have met fan representatives.

"We're now looking to get powers... which will allow us to have Wednesday and comparable cases submitted for our review if they require examination and addressed."

Monetary Issues and Ownership Situation

Wednesday's embattled owner the Thai businessman stated during the off-season he would be prepared to relinquish control at the stadium, but he has been unable to finalize an agreement with potential new owners.

Missed wage deadlines on time in March and May resulted in restrictions being imposed by the league officials in June, blocking the team from conducting any transfers or loans for the subsequent signing windows, although those limitations were removed in the end of the transfer window.

Official's Viewpoint

Kogan said: "The position was created for the fans of Sheffield Wednesday, Bury or any football club where people are committed to a local institution that has represented their community in many cases.

"I have absolute sympathy for Sheffield Wednesday, as I do for each organization that since 1992 have gone to the wall, or approached financial ruin, for factors unrelated to the fans themselves."

Inquired if the oversight body could require an proprietor to divest a club if they are considered unfit, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we collect the information and know what's going on, we will."

But Kogan stressed that compelling proprietors to divest clubs would be viewed as the ultimate measure and the regulator would prefer to work with them.

"The final option we would consider is commence engagement with an individual club, an specific proprietor, without being in a position to cooperate with that owner to try and resolve the problems affecting the organization and the chairman's encountering," the regulator explained.

"But the truth is, when you review the record of the sport, over the past few decades there have been some owners, a small minority, but certain individuals who have acted carelessly in the manner they have operated their organizations and finally don't wish to take responsibility for the long-term prospects."

'Errors may undo substantial development'

The regulator engaged delegates from multiple organizations to detail the scope of the regulator on Wednesday and stated it constituted a "progressive gathering" with a "significant participation" from the lower divisions to the top flight.

"The role holds considerable importance, because if we get it wrong, if the football community fails, the extraordinary progress that's been made might evaporate incredibly quickly," the regulator warned.

"And that's what nobody wants in the context of the English game is a huge success story - we've got to keep it going.

"There's an enormous amount of money flowing into the game and has come into football for the last 20 or 25 years, because certainty is lacking it will keep flowing into the sport, which is among the factors explaining I think we have to maintain a focused outlook on risk and of course, of the immediate future."

Top Flight Apprehensions

Top flight officials resisted the creation of a regulator because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the regulator stated: "I fully support the achievement and development as an commercial operation of the top division.

"As someone who appreciates the worry about compromising the division as a high-quality offering of the nation. But concurrently, if you consult with top flight officials after this week's discussion, they would have had a substantial amount of confidence -and, indeed, they have been advising us privately they have a high level of reassurance."

Partisan Associations

Kogan is still facing a "comprehensive investigation" by the official appointments authority after he disclosed making donations to the opposition group in 2020.

The 68-year-old donated money to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my past party membership [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," Kogan said.

"I am presently disconnected from any type of partisan engagement."
