English Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a recent study of local authorities, UK councils are preparing to sell community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group for major urban areas in the UK reported that six out of ten of local authorities are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously come under fire for disposing of playing fields and open spaces to support their budgets, but they contend they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

The group noted that a high proportion of councils attempting to raise money from a fire sale of assets marked “a clear change from 2024, when the majority (60%) of local leaders stated they would focus on restructuring services and using savings to weather increasing financial challenges.”

Detailed Examples of Planned Sales

One local authority in Kent said its asset disposal plan featured the disposal of a shopping centre in Rainham and a community venue in Rochester to raise 20 million pounds over five years.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the strategy.

Council Tax Rises and Wider Financial Strains

This research of local authorities in the coalition, which covers several urban centers, further found that over seven in ten of councils will have to increase council taxes next spring to cover the growing cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

The authority said it will proceed with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to achieve both better provisions and financial savings,” stated a council leader.

He added: “We face demographic pressures which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Projections

A survey of county councils this week also found council budgets being stretched by the increasing figures of children and adults requiring special educational assistance.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they struggle to cope with rising needs.

Ministers have put off scheduled changes to the Send system until the coming year after a white paper outlining those changes has been postponed.

Deprivation and Funding Shortfalls

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, several participating urban areas were among the most disadvantaged in England.

  • “Participating urban centers like several major towns place in the top 30 nationally under the latest IMD measures,” noted the report.

“While only one key city is in the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The data underscores the extent of challenges facing municipal officials across major urban centers in the coming year,” the analysis added.

“Council officials have been explicit about the need for a equitable and lasting funding system that accounts for and addresses the actual extent of disadvantage and need,” said Michael Mordey.

“Without this, councils will persist to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their communities.”

One in five of councils have cut or compromised social care provision in the last year, the survey found.
