The United Kingdom and the United States have forged a major commercial pact that will guarantee zero import taxes on UK drug exports entering the US market.

Key Provisions of the Deal

As part of the deal, the UK has committed to boost expenditure on pharmaceuticals through the public health system. This commitment secures that duties on these vital goods will remain at nothing for a period of three years.

This agreement comes after recent statements to significantly raise import taxes on patented pharmaceutical imports, with increases discussed up to 100%.

"This arrangement between the United Kingdom reinforces the worldwide climate for innovative medicines and establishes much-needed balance to American-British medicine commerce," an announcement said.

Economic Impact

Drugs are one of the UK's biggest exports to the America, which is by far the largest destination for large British pharmaceutical firms.

Statistics indicate that in the one-year period to the end of last September, the UK shipped pharmaceutical products valued at billions to the US. This amount accounted for nearly one-fifth of all goods exports in that span.

"This agreement safeguards jobs, boosts investment and sets the stage for the UK to emerge as a international leader for medical research," a government official stated.

Specific UK Commitments

The agreement involves several key pledges from the United Kingdom:

  • Price Threshold Increase: The UK will raise the price threshold at which it deems new medicines to be unaffordable by 25%.
  • Higher Drug Budget: There is a target to double overall health service expenditure on drugs from 0.3 percent of GDP to 0.6 percent over the next decade.
  • Refund Ceiling: The amount pharmaceutical firms must return to the NHS to prevent overspending will be restricted at fifteen percent. In the past, repayments topped twenty percent.

Broader Context

The pact takes place against a ongoing row between the drug companies and the British authorities over drug pricing and regulatory access.

The disagreement were heightened by claims that US customers were paying a premium for the equivalent treatments than patients in the Britain and the EU.

In recent months, several large drug company projects in the UK have been halted or cancelled, while multi-billion-dollar funding commitments have been pledged toward US facilities.

The Science Minister publicly accepted that the NHS must spend more on medicines, noting that its spending on drugs had decreased as a percentage of its total funding over the past decade.
